Jose Perpetuo M. Lotilla

Mr. Jose Perpetuo M. Lotilla is a Senior Counsel of Carag Zaballero Llamado and Abiera Law Offices. He has extensive experience in various fields, which include but not limited to, banking and finance, structuring banking investment deals, corporate law, privatization, securities and foreign investments, infrastructure and energy projects, and international trade and shipping transaction.

His expertise in these fields is a product of his combined private and government practices. He was a Senior Partner of an established law firm for an impressive 31 years where he represented a diverse range of clients. His profound knowledge and contribution in the field of banking and finance law rated him as sole Band 1 Philippine lawyers for several years by Chambers and Partners.

Mr. Lotilla also served as Undersecretary for Legal Affairs and Undersecretary for Civil Aviation at the Department of Transportation (then called Department of Transportation and Communication). While serving as the Undersecretary for Civil Aviation, he held the position of Chairman of the Air Panel. He also served as an Alternate Chairman to the Department's Secretary for the Toll Regulatory Board, Manila International Airport Authority, Mactan Cebu International Airport Authority, Civil Aviation of the Philippines and Civil Aeronautics Board. He also served as a Commercial Law Examiner in the 2022 Bar Examinations.

He also served as the Governor of the Integrated Bar of the Philippines for Western Visayas and Chairman of the Committee on Bar Discipline. He likewise served as a member of the Board of Trustees of the Philippine Bar Association for several years, which include his terms as Executive Vice President and President.

Currently, he is the Dean of Manuel L. Quezon University's School of Law. He also taught law at the University of the Philippines College of Law, Lyceum of the Philippines, and San Sebastian College of Law.

Mr. Lotilla obtained his Bachelor of Laws Degree from the University of the Philippines in 1980 and Bachelor of Economics Degree in 1976 from the Ateneo de Manila University, where he was an Insular Life Educational Foundation Scholar. He further honed his knowledge and skills by taking specialized courses such as Course in International Trade from Oxford University, United Kingdom, Course on International Debt Restructuring from International Development Law Organization in Rome, Italy and Course on the Law of the World Trade Organization from Georgetown University in Washington D.C, USA.
